Melt the butter in a deep skillet over medium heat. Add the vermicelli and stir frequently until golden brown and fragrant.
Pour in a large bowl of water along with the chicken broths, stirring well. Gradually add a second bowl of water while continuing to mix.
Stir occasionally and simmer for about 10 minutes, until the vermicelli is tender and the soup has thickened slightly.
For serving, gently reduce the liquid cream in a small pan until slightly thickened, then serve warm over the soup.
