Peel the potatoes, cut into bite-sized pieces, and boil in salted water until tender. Drain immediately while still warm.
In a large salad bowl, finely chop the red onion, mince the chives and parsley, and slice the radishes into thin rounds. Stir in the olive oil, lemon juice, salt, pepper, and capers. Add the warm potatoes and gently toss to combine, taking care not to mash them.
