In a cast iron casserole dish, brown the beef pieces with the chopped onion and coarsely chopped shallots over medium heat. Once seared, deglaze with dry white wine, then stir in the stock cube dissolved in hot water, honey, Colombo spices, thyme, bay leaf, salt, and pepper.
Simmer for 30 minutes. Quarter the fennel and add it to the pot. Continue cooking on low heat for 1 hour 30 minutes, until tender and flavorful.
* Colombo spices are a Caribbean blend similar to Indian curry, featuring paprika, cumin, coriander, nutmeg, ginger, pepper, cardamom, star anise, cloves, mustard seeds, and saffron.
